This document constitutes the Published Standards for España Decide (also known as Spain Decides), developed by App To Last, regarding Child Sexual Abuse and Exploitation (CSAE) content. We maintain a strict zero-tolerance policy against any content depicting, promoting, or facilitating child sexual abuse or exploitation.


1. Our Zero Tolerance Commitment

España Decide (Spain Decides), published by App To Last on the Google Play Store under the package name com.apptolast.spaindecides, expressly prohibits all forms of child sexual abuse and exploitation (CSAE) content on our platform.

We strictly prohibit:

  • Any sexual content involving minors (persons under 18 years of age)
  • Child Sexual Abuse Material (CSAM) in any form
  • Content that sexualizes minors
  • Grooming behavior or solicitation of minors for sexual purposes
  • Content that promotes, glorifies, or facilitates child exploitation
  • Distribution, sharing, or storage of any imagery depicting child abuse
  • Any content defined as CSAE by applicable laws, Google Play policies, and international standards

This policy applies to all user-generated content within España Decide, including but not limited to proposals, comments, user profiles, and any other content submitted by users.


2. In-App Reporting Mechanism

España Decide provides multiple accessible methods for users to report content that may violate our child safety standards:

2.1 In-App Report Feature

Every piece of user-generated content (proposal) within España Decide includes a clearly visible Report button (flag icon). Users can:

  1. Tap the flag icon on any proposal
  2. Select a report reason, including "Child Sexual Abuse and Exploitation (CSAE)" as a dedicated option
  3. Submit the report immediately

2.2 Email Reporting

Users can report CSAE content directly via email to our Child Safety Point of Contact:

2.3 Report Acknowledgment

All reports are logged with timestamps and automatically routed to our moderation team for review.


3. Our Response Process for CSAE/CSAM

When we identify or receive a report of potential CSAE/CSAM content on España Decide, we follow this strict process:

3.1 Immediate Actions

  1. Immediate Content Removal: Any content identified or credibly reported as CSAE/CSAM is removed from public visibility immediately, within 24 hours of identification or report
  2. Account Suspension: The account responsible for posting the content is immediately suspended pending investigation
  3. Content Preservation: Evidence is preserved in compliance with legal requirements for law enforcement cooperation

3.2 Reporting to Authorities

App To Last is committed to reporting confirmed CSAM to the appropriate authorities:

  • For users in the United States: We report to the National Center for Missing & Exploited Children (NCMEC) via their CyberTipline (https://report.cybertip.org/)
  • For users in the European Union/Spain: We report to local law enforcement and the Spanish National Police (Policía Nacional) cybercrime unit
  • For other jurisdictions: We report to the relevant local law enforcement agencies and national hotlines

3.3 Investigation Timeline

  • CSAE Reports: Reviewed and actioned within 24 hours
  • Account Termination: Confirmed violators are permanently banned
  • Law Enforcement Cooperation: Full cooperation provided upon valid legal request

4. Child Safety Point of Contact

App To Last has designated the following individual as our Child Safety Point of Contact for all matters related to CSAE enforcement and communication with Google Play and law enforcement:

5. Age Restrictions

España Decide is intended for users aged 13 years and older.

  • We do not knowingly collect personal information from children under 13
  • Users must confirm they are 13 or older during account registration
  • If we discover that a user is under 13, their account will be terminated and data deleted
  • Our app does not target children and is designed for adult civic participation

6. Compliance with Applicable Laws

App To Last and España Decide comply with all applicable child safety laws and regulations, including but not limited to:

  • Google Play Child Safety Standards Policy
  • Children's Online Privacy Protection Act (COPPA) - United States
  • General Data Protection Regulation (GDPR) - European Union, specifically provisions relating to minors
  • Ley Orgánica de Protección de Datos (LOPD) - Spain

7. Proactive Measures

In addition to reactive content moderation, España Decide implements proactive child safety measures:

  • Content Guidelines: Clear community guidelines prohibiting CSAE content, displayed during onboarding
  • User Education: In-app guidance on appropriate content and reporting mechanisms
  • Moderation Team: Human review of reported content with priority handling for CSAE reports
  • Regular Policy Review: Annual review of our child safety policies and procedures
  • Staff Training: Team members trained on identifying and responding to CSAE content
